The update to the Regulation AA Policy Template is in response to the OTS Chief Executive Officer Letter entitled "Final Rule on Unfair Credit Card Acts or Practices" dated December 18, 2008. The final UDAP rule addresses practices that have raised concerns about fairness and transparency. It incorporates matters raised through public comments submitted in response to the agencies' May 2008 proposed UDAP rule. These rules are effective July 1, 2010. However, OTS encourages associations under its supervision to use their best efforts to bring their practices into conformity with the rule as soon as practicable, particularly with respect to the high fee card provisions.

The update to the Regulation B Policy Template is in response to the OTS Regulatory Bulletin RB 37-29 entitled "Equal Credit Opportunity Act" dated November 24, 2008. This guidance provides the revised Examination Handbook Section 1205, Equal Credit Opportunity Act, which incorporates the changes the Federal Reserve Board finalized in its amendment of Regulation B.
